Mr. Scott is a Principal and founder of CompliCom,
a firm that provides regulatory and compliance risk management services
to financial services institutions. Clients include stock and mutual
insurance companies, banks, and trade associations.
Mr. Scott has extensive experience advising clients
on regulatory and transactional matters, business process and operational
risk, corporate governance, and compliance matters. He also assists
clients with regulatory and legislative solutions. He represents clients
before the National Association of Insurance Commissioners and state
insurance departments. He has actively participated in the development,
drafting and adoption of the NCOIL and NAIC Models for Market Regulation.
Mr. Scott’s prior experience includes serving
as counsel for the Health Insurance Association of America and as
Director of State Services for the Blue Cross Blue Shield Association.
He represented the Blue Cross/Blue Shield plans before the NAIC, the
National Governors Associations (NGA, RGA and DGA), and the National
legislator groups(ALEC, NCOIL, CSG and NCSL).
He has served in large national insurance companies
as both regulatory counsel and Senior. V.P. of Regulatory Affairs
and Government Relations. He has managed numerous company market conduct
examinations and developed and participated in company remediation
efforts. He has also managed a multi-state examination for a Company.
Mr. Scott also serves as insurance consultant for
StateNet, a web service providing the nation’s leading source
of legislative and regulatory data. He is admitted to practice law
in Massachusetts. |

Scott Harrison is a Principal and foundeer of CompliCom,
a firm that provides regulatory and compliance risk management services
to financial services institutions. Clients include stock and mutual
insurance companies, banks, and trade associations.
Mr. Harrison has extensive experience advising clients
on regulatory and transactional matters, business process and operational
risk, Sarbanes-Oxley, corporate governance, and compliance matters
including the USA PATRIOT Act, OFAC, and privacy and security. Mr.
Harrison also assists clients with regulatory and legislative solutions.
He represents clients before the National Association of Insurance
Commissioners, state insurance departments, and the U.S. Congress.
Mr. Harrison’s prior government experience
includes serving as Deputy Superintendent of the New York State Insurance
Department and Deputy Commissioner of the Delaware Insurance Department.
In the private sector, he was a partner in the Financial Services
Practice at KPMG LLP. Mr. Harrison also served as a member of the
Board of Directors of Unity Mutual Life Insurance Company. Committee
assignments include the Audit and Finance committees. Mr. Harrison
is a frequent speaker to industry groups on regulatory, corporate
governance and compliance issues.
Mr. Harrison also serves as the Executive Director
of the Affordable Life Insurance Alliance. He is admitted to practice
law in Washington DC, Delaware, Massachusetts and Pennsylvania.
